This PR updates the wiki and its dependencies to the latest versions.
While fixing issues with the tutorial tracker was originally planned, it ended up out of scope for this PR, especially with how high priority having a usable wiki is. For this reason the tutorial tracker has been temporarily removed, and pages have been reformatted to work without it.
